The Department of Homeland Security says Jose Garcia-Sorto, a man from Honduras, is in stable condition after being injured in a shooting involving ICE officers during an attempted traffic stop on I-17 in north Phoenix. Authorities say as Garcia-Sorto began to drive away, an ICE officer was in the path of his vehicle. The U.S. Customs and Border Protection (CBP), under the Department of Homeland Security (DHS), has issued a final rule amending regulations to require that all aliens (non-U.S. citizens) may now be photographed upon entry and departure from the United States. Key points: • The rule covers departures from airports, seaports, land ports, or “any other authorized point of departure.” • It may also require other biometrics (not just photographs) for non-citizens. • Effective date: December 26, 2025.
