President Trump has long mused about using the military to crush violent protests or riots in blue-state cities. He is now sending troops to Los Angeles.
But sending in the National Guard without a governor’s consent is extremely rare. The most recent comparable example comes from 1965, when President Lyndon Johnson federalised the Alabama National Guard to protect civil-rights marchers from segregationists.
The Trump administration said it would send 2,000 National Guard troops into Los Angeles after a second day in which protesters confronted immigration agents during raids of local businesses.
Democrats in Congress and some military and law enforcement officials expressed concern about the plan, which Defense Department officials have not yet approved.
